Conf. univ. dr. ing. Gabriel RAICU

Professor Dr. Ing. Gabriel Raicu is a highly accomplished academic leader, researcher, and expert in the field of cybersecurity, maritime operations, and economic informatics. He currently holds the position of Associate Professor and Doctoral Supervisor at the Faculty of Navigation and Naval Transport at the Maritime University of Constanța (MUC).

Professor Raicu’s career is marked by significant leadership in cybersecurity and research management:

  • Cybersecurity Leadership: Since 2021, he has been a founding member and leader (serving as President in 2022 and Vice-President from 2023–2024) of the CYBER SECURITY CLUSTER OF EXCELLENCE (CYSCOE). CYSCOE is a Romanian national cluster dedicated to R&D and business development in the cybersecurity domain, comprising 20 entities.
  • Research Management: He previously served as the Pro-Rector for Scientific Research and Innovation at the Maritime University of Constanța (MUC), where he coordinated and supervised the university’s entire research and innovation strategy.
  • Director of Excellence Center: Since 2018, he has been the Director of the Center of Excellence for Cyber Security in the Maritime Domain (UMC-MARCYSCOE) at MUC. This center was co-founded by MUC, the Ministry of Communications and Information Society, and the Romanian Association for Education and Culture in Security.
  • Academic Expertise: He is also a University Professor and Doctoral Supervisor at the Nikola Vaptsarov Naval Academy in Varna, Bulgaria, teaching and supervising doctoral studies in “Transport, maritime transport and aviation”.
  • Qualifications: Professor Raicu holds a PhD in Business Informatics from the Bucharest Academy of Economic Studies (ASE) , where he also served as an Administrative Director for the Center for Economic Distance Learning at ASE Constanța.

Professor Raicu has extensive professional training relevant to critical infrastructure defense and cyber warfare:

  • Training (2021): Introduction to Cyber Warfare and Operations Design (ICWOD) from the CSFI Cyber Security Forum Initiative.
  • Training (2020): Practical Cyber Threat Intelligence and Information Sharing using MISP (CIRC Luxembourg).
  • Training (2020): Critical Infrastructures Protection (JRC/ESDC) and Emerging Technologies Transforming Critical Infrastructure Protection (ESDC).
  • Doctorate: PhD thesis titled: “Expert system for operating a container terminal”
